Created Issue: LongListSelector places items in wrong groups if groups are created initially empty [10399]

To repro:
Create initial set of grouped items.
Create new groups (empty).
After you create each group add it to a collection.
Now create items in the group.
(Typically, I'm seeing all items ending up at the end).

Workaround: Set DisplayAllGroups to True.
