I believe that there should be two folders one VB and one C# if there are language specific versions and the Solution.
Solutions are either separate for each - or should load both with one set as startup project.
Repro Steps:
This is installed ona machien with VS2010 SP1/ Windows Phone Developer Tools
Download the Windows Phone Toolkit Sample

1. Download the samples
2. Open the PhoneToolkitSample.Sln (Doesn't load the VB project ?)
ACTUAL RESULT
No VB project is loaded
EXPECTED RESULT
Solution to load both VB and C# Project or to have have the VB Project sample clearly identifiable with its own solution file.
