Closed Issue: PhoneRTL: GestureListener does not work as expected on RTL FlowDirection [11202]

<p>In RightToLeft FlowDirection, the GestureListener generates delta values as if it is LeftToRight.</p>
<p>It does not look like considering the FlowDirection of the host element where Gesture is being listened. So swiping and pinch rotating behaves opposite way in RightToLeft mode.</p>
