Created Issue: PhoneRTL: DatePicker control does not reflect FlowDirection in the picker controls [11200]

The picker controls in DatePicker and TimePicker controls do not change the order in which they appear when the FlowDirection is set to RightToLeft.

In the Calendar application, the DatePicker and TimePicker change their order in RTL mode.
