Created Issue: PhoneRTL: GestureListner does not work as expected on RTL FlowDirection [11202]

In RightToLeft FlowDirection, the GestureLister generates delta values as if it is LeftToRight.
It does not look like considering the FlowDirection of the host element where Gesture is being listened. So swiping and pinch rotating behaves opposite way in RightToLeft mode.
